![]() The 13 states that have not adopted the Medicaid expansion are Alabama, Florida, Georgia, Kansas, Mississippi, Missouri, North Carolina, South Carolina, South Dakota, Tennessee, Texas, Wisconsin, and Wyoming. have expanded Medicaid coverage to qualifying low-income adults and families, and Oklahoma has adopted but not yet implemented the Medicaid expansion (Kaiser Family Foundation, 2021a).
